That's for an interim title so it's not that bad and besides even if the fighter have so much loses . . . if he is qualiffied to fight for the title then no problem. The problem only comes in when a fighter with much better qualifications and record files a complain.
Don't think I know Morales but Rojas is the leftovers of an already ruined (and more than slightly shot) Arce. If he winds up WBC champ, I think the glamour has officially been sapped from the super flyweight division.
