I think bigger because Tyson was a fearsome puncher, but not known particularly for his boxing craft. Inoue's a different kind of *ahem* monster because he's a fearsome puncher AND a master boxer. Also as you said, heavyweight.

I think the biggest upset is Douglas-Tyson or Robinson-Turpin. Butler winning would be highly unlikely but I wouldn't say it was the greatest upset boxing history. It might be the biggest upset of all time below 126 lbs but I might be forgetting something obvious.
Maybe the legendary Chartchai Chionoi losing to a fighter who was only 1-0 could be the biggest upset below 126? I think Inoue will get upset L. But it wont be Buttler. The guy doesn't have power to get Inoue cautious or off his game at all. He will be overwhelmed. No. Not because it wouldn't be shocking, but more that Robinson and Tyson were global icons, and considered unbeatable by the stereotypical man on the street. Whereas Inoue is probably only known by more hardcore boxing fans, (albeit with a big following in his home country). It would however, be a massive massive shock.
