I doubt it. Manny never wanted to do the testing during that point in time. It wasn't until around 2012 Manny was OK with the drug testing.

Eventually they are going to want to see a return on this investment, but for now they are more than happy to spend. Edit: The Saudi investment fund(PIF) that finances all of the sport washing, it makes up to 20 billion a year in just dividends.
