Would Frankie Randall always have had Chavez's number?

After Randall beat Chavez, where did they both get ranked in the top 10 p4p list?

Chavez lost his hunger after the Whitaker fight.

He never got up for a fight like that again and really was just trying to milk whatever talent he had from that point on without serious commitment.

The Chavez that faced Whitaker or say Camacho or Haugen, would have beaten Randall fairly convincingly. 9 rounds to 3 or so, perhaps with a late stoppage, though Frankie was a game guy.
