Over his first 10 bouts a young Mandos Ramos weighed in at 128 pounds or less for all but one match. My question would be, would Mandos with modern weigh ins be able to comfortably make featherweight? What would he of been like at that weight? Who is the best fighter you would favor him against? Would 130 of been a temporary safe haven for him before jumping in with killers at 135, much like 122 may have been for Olivares had it been available to him? https://archive.org/details/mandoramos
Taking everything into consideration, I would say no. Mando was such a growing boy at that age and height, he was bursting at the seams. He actually attained his first world-ranking at jr. lightweight and he bristled at the notion of fighting for the 130 lb. title. He said, "Jr. lightweight? I'm looking for a title shot at Carlos Ortiz." And he could have only been about 18 when he said that because he was only 19 when he fought Ortiz' successor, Teo Cruz, in their first fight. So again, taking ambition and his build into consideration, I would say no.
