The difference between Morales I and Morales II was Pac was more patient/measured in the rematch, he utilised his right hand more, and mixed up his attack alot better. Manny might have used the gloves as an excuse, but the truth was Pac became a better fighter from the first fight. In saying that, they won't accept that proposal, simply because they are in a position where they will not be dictated to.
Manny was trying to negotiate with Floyd way before any of this legal **** was taking place. Floyd could have came out at any point and called Manny out on the drug testing bs, but he didn't. After the Mosley fight, Floyd said he didn't know if he wanted to box again, that he might retire. Your blaming Manny for Floyd not having the "urge" (balls) to fight him. Floyd has pulled the same **** before back in 2008 in case you forgot.
