Shavers was 6'0 210 pounds in his prime with same day weigh ins. Cruisers enter the ring at 210 pounds with day before weigh ins. Or would Shavers try his luck at heavyweight since heavyweight still technically starts at 200 pounds?
He could always just stay at Bridgerweight, that wildly popular new weight division that has pretty much Universal support from boxing fans.
He'd have to if he wanted to win. Even Bridgers would dwarf him, although the division sucks, so that would be option I guess.
He would fight at heavyweight for the money. Shavers gave Ali and Holmes hell and he had some notable wins. He was plenty big and powerful enough for the heavyweight division.

Shavers was a pretty stocky guy with some big hands, shoulders, and a thick lower torso. I think he'd become pretty weak and drained at 190 and emaciated at 175 with worse power and even worse endurance.
If he was smart he'd do cruiser. There are some massive guys at heavy right now and it becomes harder and harder to make your power count when you are outweighed by 40-50 lbs every fight.
