Would the smaller sized heavyweight of the 60s and 70s be fighting at HW today?

Trouble is today you NEED to weight 201lbs to fight at HW. Few guys who fight at LHW and MW would be natural 200lbers and detrimental measures would be taken to climb the totem pole.

When the gulf in skill is so large we’ve seen old LHWs climb through the ropes and terrorise Proper sized HWs plenty enough. I think that Archie Moore at HW could beat guys like Holyfield, Ali, Quarry and Norton.
