He was a good champion at 154 and won many world title fights... but he's not the best fighter ever at 154. Some of the great fighters who were world champions at 154-

    Griffith
    Leonard
    Duran
    McCallum
    Jackson
    Whitaker
    Trinidad
    DeLaHoya
    Mosley
    Wright
    Cotto
    Mayweather
    Benitez
    Curry
    NORRIS
    Forrest
    Martinez
    Pacquiao
    Alvarez

I'd pick a few of these guys over Norris.

A 154lber is basically just a middleweight anyway. How many 154lbers beat Sugar Ray Robinson for instance?

When he was at his best, none. His only loss in his first 131 pro fights was to Lamotta who weighed over 154 Lbs. for that fight. Robinson was actually under the WW/147 Lb. limit for that fight.

Technically, Robinson had about 50 MW fights before he lost to Turpin. Sometimes Robinson was basically a WW in these fights but his opponent was over the WW limit (well over the limit in most cases)... making it a MW fight IMO.

Trinidad would beat Norris but it would probably be a tough fight.

Terry Norris was a very talented. He was a small Jr. Middleweight. Some of his fights he came in way below the 154lb limit. I believe he was able to make 150 for Meldrick Taylor.

Just sayin he beat some good boxers Curry, Taylor, Leonard, Mugabi but most of them had seen better days. Simon Brown was another of those smaller guys moving up who had slipped some. That one backfired on him.
For a minute in the early 90s there was talk of a Toney/Norris match at 160. It didn`t take long to realize Terry Norris didn`t want to fight bigger guys.

Trinidad and Norris were supposed to fight after Trinidad and Waters fought their eliminator. I even believe it was even announced. But I think that's when Trinidad and King got into it and HBO kind of blocked it by courting Felix. Then Norris lost again. And then the ball started rolling toward an Oscar-Trinidad matchup.
