Not at all, why go to Bulgaria and risk a robbery in front of... no one, when you can get bigger fights in New York and are in line to fight Joshua anyway? Miller turned it down for the same reason Whyte did and H.Fury will, dont need the IBF to get a shot at Joshua, dont need Pulev to get a big fight, and most certaintly dont need to go into obscurity in Bulgaria for a non existent fan base. All major risks with no rewards. Hopefully Pulev comes to his senses and fights Miller in New York.

Depends on what is negotiated. If it went to purse bids again and we saw another shady bid from Epic sports then I'd be very suspicious of why any boxer would do the deal they did behind their own promoters back and how they could even break even with a $1.5 mill bid when Hearn and Kalle both valued the fight around $800K. If you could come to an agreement without a bid, even if it's in Bulgaria it might be worth it if you have input on the referee and judging choices. But if Pulev is demanding his own officials that would only reinforce the idea I'm about to get screwed. Then if it goes to some dodgy purse bid where I will fight in Bulgaria where I have no input on the promotion so no input on the judges and referee, then I would not take the fight.
yes pulev is inactive and older and Miller needs to experience fighting in someone's backyard because he will likely need to do that if when he fights Joshua
