Y was Zarate vs Zamora fought @ 119 instead of a Bantamweight unification match ?

They both reigned @ d same weight @ d same time , fought each other , but some1 decided it won't b @ their championship weight 4 their titles .
I do think that allowing both men from d same weight n additional pound assists both by assuring they will b strong & not drained , but it prevented d title from being unified . I reckon as many (i assume) that d winner should b regarded as d man @ d weight in such a case , not 2 mention both returned 2 118 after their fight , which adds even more legitimacy 2 it as n actual title fight.
But who is 2 blame @ it anyway ? their promoters ? managers ? or was it only 1 of their promoters ? some1 else maybe ?
After all there is d possibility that 1 of them could have still been drained cum fyte nyte had it bin @ 118 .

I've heard it was a money issue, but they should have unified the title.

Both wanted $200,000 to defend their respective titles but agreed to fight at $120,000 for a ten-round non-title. Chagrin thought hed won the lottery.

Don chargin was not the promoter. The promoter for the Z & Z fight was Don Fraser

It was a not title fight because the fighters and promoter Don Fraser didn't want to pay sanction fees to both the WBC and the WBA. Both fighters did receive around $120,000 as mention above.

Sorry my mistake, of course it was Don Fraser.

I also remember reading both fighters wanted more for defending their titles than anon-title bout. Was this the case?

They did because of the fees.
