    Ranking boxers is a matter of one's opinion. You can rate him wherever you want. But the people here on ESB are close to what the boxing historians are rating Pacquiao. Read below. And please, don't tell me your opinion matters more than Bert Sugar's.

    I have no problems with top 25. Anything inside top 15-10 is a tad extreme.
