I think Martinez might do it,but it'll be much closer than a lot of people seem to be suggesting. At least that's where I'm at on it.
I think the three main candidates for number one at 130 are Chavez, Arguello, and Mayweather Jr; all of whom registered a similar number of defenses during their respective reigns. If you favor Chavez, it's because you believe that he probably has a better chance of defeating The Explosive Thin Man and PBF in hypothetical head to head match-ups. It's not because he defeated a higher quality of fighter than the other two, or because he was overly dominant against those he faced (he was run extremely close by LaPorte, and struggled a bit against Lockridge as well). If you favor Arguello, it's because you're impressed by the fact that he stopped all but one of his challengers, and because he faced an exceptionally high level of comp during this reign. That being said, he had come from from behind to stop Chacon and nearly let Escalera steal the fight away from him in the rematch. Plus he missed the chance to unify against his WBA counter-part, the ultra slick and even more annoying Sammy Serrano. If you favor Floyd, it's because he was so freaking dominant against the majority of his challengers. Jesus Chavez won three rounds before being battered into a corner submission. Carlos Hernandez won one, maybe two. But everyone else he faced was lucky to win a single round against him, including the man many considered to his greatest threat at the time, Diego Corrales. The main strikes against him are the facts that he never faced Casamayor or Frietas and the fact that he sometimes seemed content to potshot his way to victory in a couple of defenses. For me, I give the edge to May at 130, because I think top to bottom his list of challengers is at/near the quality of the other two, and because he did perform better in general against the people he faced at the weight. It's close though, and I certainly understand arguments in favor of Arguello and to a lesser extant JCC.

No way Chavez knocks out Floyd. For one Floyd is a defensive master so isn't getting knocked out by anyone. Secondly he has got too much skill for Chavez. Floyd wide UD.
Floyd broke his hand badly against Jesus Chavez hence why he moved around and picked his shot. I think Floyd beats Chavez. Chavez can be outboxed, Sweet Pea showed you that. Floyd had a lot of mobility at 130, amazing defense. I think Chavez would really struggle with Floyd's movement, defense and speed.
