The majority of the top Puerto Rican's are good enough to win titles, but they are just not elite. They are all B and C level fighters. McWilliams Arroyo is really really good, but he will loose to the top guys. As will every other Puerto Rican. Jesus M Rojas might be next big thing for Puerto Ricans. He is their biggest and only hope imo. Jo Jo Diaz is about to get his ass whooped.

He's very talented with unpredictably. Great engine for a 250 plus guy ( he should be slightly under..248). People who don't actually study footage as usual wont see what he actually brings....his body shots and a great left hook though inconsistent is there on ACTUAL video? LolI All around a great addition to the top 5 guys! He's going to bring exciting fights which will probably make the modern fan angry bc I'm starting to believe this generation is by far the worst ever and the Wilder fan base is a direct example too...lol He's still 5 fights out of his peak!
Dillian Whyte has one big thing going for him, he is extremely awkward. You can't prepare for a fight against him because he doesn't really have a trademark fighting style. He can brawl but he can also fight on the backfoot with a solid jab, he has weird unpredictable movement, a big reach, consistent body punching and you never know what to expect from him. Also his punching power is underrated and it seems like his power is improving every fight. When he can keep improving like he did in the last 3 years, he will definitely be a force to be reckoned with and a very uncomfortable opponent for almost everyone in the heavyweight division.
White is a solid 6 to 10 guy. Won't ever be elite. He looks like he'd be more effective if he lost 10-15 pounds.
He’s making noise because he’s from England and the heavyweight scene is sorting itself out. If he came around in the late 2000s, Vitali or Wlad would’ve given him a one sided beating. I think I’d put him just below Stiverne and just above Arreola. He never will be on the level of Chagaev, Iggy, or maybe even Tony Thompson.
No he won't be at the level of those fighters unless he keeps fighting well into how 40s and his body has given up on him. He so much better than every journeyman you mentioned.
