Let me give this a try. I have the opposite problem that is brought up in the OP: I struggle to even get to 10 most of the time.

Rules for my top 12 : no one I can't watch (ex.: Greb), no one too naturally gifted (ex.: SRR), no one whose in the ring antics annoy me (ex.: Whitaker, Hamed), no one I can't stand as a man (ex.: Broner).

    (in no order)

Ken Norton (awkward, crab, underrated body puncher)
Eubank, and you know damn well it's not Jr (showmanship, heart and solid boxing ability)
    Ezzard Charles (quintessential boxer puncher)
Barrera (the Mexican technician, a style truly well balanced)

    Matthew Hilton (savage)
Boudouani (quick, heavy handed french counter puncher)
    J. Quarry (went from 0 to 100 in a flash)
    Dempsey (animal)

James Toney (relaxed, smooth and a surprisingly good sport inside the ring)
Moorer (tragic character, antihero type, superb and versatile right)
Corrie Sanders (high highs, low lows)
Simon Brown (solid, powerful operator, whooped Norris is an extra, I feel like putting him in there for some reason)

I could do a list 2 days from now and half of it would be different. It's a 'in the moment' thing for me outside a few names.

I concur, though I'm somewhat guilty of that myself.
Everybody is entitled to their own list and opinions, but some of those lists are just generic as hell from start to finish : Louis, Duran, Hagler, Holyfield, etc.
