I only see two scenarios. Foreman walks through him and knocks him out. In a battle of chin and power foreman wins hands down. I do not believe wlad has the power to ko foreman. Drop him sure.

Foreman would destroy him early. Without question. Wlad does not have any of the tools Ali utilized to avoid George's early onslaught. And, although George did tire out against Ali, it was later in the fight and in under much more difficult conditions than when Wlad gassed out against a far inferior Lamon Brewster. Their power may be somewhat close, but the chin and ferocity of Foreman is far superior. No way Wlad doesn't get taken out.
That version of Foreman was light, crude as a caveman, and totally lacking stamina, either from poisoning or from who knows what. He couldn't land clean on a standing still target, slapping to exhaustion. Wlad starches him in two rounds. Ali was featherfisted and didn't land serious blows, too scared of being hit back. Foreman went down on his own. Completely useless.
Whats funny about these Euro modern heavyweight die hard fanatics is that Corrie Sanders was the same height and weight as Foreman with shorter reach and no jab... yet he had no trouble hitting Wlad. Hell, Foreman's reach is longer than Wlad's! I dont how all these young euro fans on this board came to the conclusion that Foreman's power was overrated or would be too short to reach Wlad. Holyfield said in a fairly recent interview that Foreman hit him harder than anyone. Keep in mind This was bloated, slow version of Foreman back in 1991. Prime Foreman's power was extremely real. its hard not to lean toward Foreman because he starts so fast and had a reliable chin. Wlad would have the power to deal damage and seriously hurt Foreman but one would think Foreman would get to Wlad before Wlad got him.
Wlad's got longer reach than Foreman. And even if their reach would be even, you most also count in the height factor in the functional fighting reach because Wlad wouldn't bend his knees for Boy George to reach.
