It's all just speculation but I guess Wlad has a reason to call Heye out right now and this reason is the contract Heye signed for Valuev fight. There must be option for Zauerland for the next Heye fight, so Heye is effectively co-promoted by Zauerland at the moment, not selfpromoted. Zauerland is happy to make his only Heye fight a megafight with Wlad. Heye is not happy as he is not going to get 50% even if Wlad accepts 50%. Some share should go to Sauerland. Wlad is just happy making Heye unhappy. As a circumspective evidence, there is no noise about Valuev rematch from Valuev/Zauerland team, while Heye was talking Valuev fight recently.
