He has fast hands, he really does. He can react super quickly. He is lethargic and lumbering, but when he lets his hand's go the punches are quick. He's kind of like Andy Ruiz in that regard.
His hand speed is fine but you could clearly see in the Hrgovic fight than Hrgovic hand the faster hands. Zhang's foot speed and movement is a bigger issue for him, he struggled at times to cut off the ring against Hrgovic but Zhang's timing and counters leveled the playing field for him.
