In sum, Wlad is clearly the best in the division; he is the premiere heavyweight in the world but that status doesn't necessarily mean that he is the champion.

Boxing history is replete with examples of premiere fighters in a division who were not, or never became the world champion (always singular). Charley Burley never became a champion. Ezzard Charles never became light heavyweight champion. Archie Moore and Sugar Ray Robinson were the best long before they took thrones in their natural divisions.

It should not be only purists who say that a vacant throne can only be filled when #1 fights #2 and a victor emerges. What the hell else makes sense?

"Best" doesn't always mean "Champion." Take a look at Charley Burley and legions of other premiere fighters in the divisions throughout history. Was World Welterweight Champion Red Cochrane better than Robinson?
