I think he means that Fury automatically had to vacate the IBF title if he beat Wlad. Only a Wlad victory would have seen that belt be able to be defended in the timeframe the IBF were demanding the winner face their mandatory challenger.

Two things: Hearn has said from the beginning that if the WBA is not involved they aren't making the fight. Additionally, if this were not the case he would not have petitioned the WBA to be involved but he did as I just showed you.
