Just because he thought of himself as British, he was listed as British in all of boxing publications and he held the British Commonwealth belt doesn't make it so. I can't really say who is the second best British heavyweight. To me they're all fairly unremarkable, and are a VERY distant second compared to Lennox Lewis.

The fact he didnt actually go to Australia until 15 years later he fought for the British Boxing Board of Control title as an Australian because of the Manuel Charr exception and well you gotta admit he did end up living there later!
