I agree, Pacquiao's frame isn't a welterweight frame. I think without PED's the highest he would have been competitive in would be 135 lbs and not against ATG's. Knockouts isn't an alert to me for suspicioun of PED's, its the workrate Pacquiao exhibited against naturally bigger fighters. Not only was Pacquiao able to maintain a high workrate at welter, but he was tireless in doing so. There lies my suspicioun.

Just because he's deteriorated now doesn't mean Pacquiao is not using PED's now. Hopkins for example was on them all through his late career when he moved out of the middleweight division. Losing and not looking quite the same doesn't mean he's not on them. You get older and your body starts to get slower, there's only so much PED's can do for you. For example, Mayweather now, he's aged, if he's been on PED's for years, its not going to stop the aging process. Same with Pacquiao, he can continue to be on them, but he's still going to show decline due to age. Perhaps Pacquiao was competitive vs Horn because he was aided by PED's. If that were the case, then I would estimate Horn would dismantle and knockout Pacquiao if he were not being aided by PED's. See how that works?
