You can make the case with several bare knuckle/ turn of the century boxers, such as 'Nonpareil' Jack Dempsey etc. Though this is often down to the major differences in rulesets. As for more modern fighters, there are several smaller men that I rank above Jung Koo Chang, but I think he would beat them. I've always felt Freddie Steele would beat Mickey Walker also.
