It's legal everywhere. Nevada isn't an exception; it's the same as everywhere else. It doesn't mean it isn't a PED, though. Arguably it is, particularly for boxing, but it's not currently forbidden.

Everybody knows he apparently used this stuff before and it's legal, so how is this cheating? As long as you don't use it during the fight there is nothing wrong with it. He obviously doesn't use it during fights, because we've actually seen him hurt his hands during several fights. If he was using it he wouldn't feel the pain, because it's basically a numbing agent (my mother uses the same stuff).
