No, back in the old days Robinson, Armstrong, and other guys would weigh like 147 for a middleweight fight. The weight limit is supposed to be a maximum. Most guys just aren't good enough to fight and give up weight like that. Besides, for a long time there wasn't any such thing as junior middleweight. The division was established in 1962, so before that if you weighed 148 you were considered a middle.
He rehydrates to over 160 anyway. He's sure to make the contracted 155 (1½lbs under) that way, so I don't think it's strange when the CW is only a single lb above the LMW limit.
