If memory serves me correctly, then Austin was the only mandatory one of those, and I think he won through the eliminators in a weak pool: fair enough, one mandatory a year is to be expected, and the quality of the contender coming through will vary, but Vitali isn't due another mandatory, and Maskaev hasn't won eliminators to be a mandatory opponent.

Dennis Rappaport had a lawsuit against Suliaman and the WBC for shady practices before the Maskaev/Peter fight mainly how the purse split was changed from 75/25 to 55/45 because the WBC made Peter the 'interim' champion. Instead of going to court and getting embarrassed Jose Suliaman offered Maskaev another WBC title fight for Rappaport dropping the lawsuit. Vitali had nothing to do with this.
