There is only one best welterweight according to *****s : Mayweather. So Mayweather has no business fighting Margo, Cotto because they are not the best. The only fight that matters is Mayweather vs. guess who? - himself. Therefore, since that can never happen, then it is justified to have JMM at welterweight. It is not the best there is, but so are the others.
