The sanctioning bodies will continue this trend as long as they make money out of it. Not doing so would be a cardinal sin in the business world. Us fans have to live w/ it. I don't see them going back to a 1 champ per division ever, unfortunately.
This is a dream there will never be 1 champion per division again sadly unless some billionaire buys up all the belts and dissolves them we the fans shall just keep dreaming maybe eastside should start saving up if everyone donated we could buy one of the governing bodys and shut it down.
What's to stop someone else from creating another belt org? Hell I can create a belt org out of my apartment, all I would need are some cheap belts made in India having whatever mixture of World, International, Global, Boxing, Foundation, Federation, Union, Group, Council, etc. my title is named printed on top and bingo bango I can get someone to fight for it. All I would need to do is wait for that billionaire to buy up the rest of the belts then hand the belts out to the second best fighter in the division. And this process would repeat itself indefinitely.
With all these belts, it becomes a double edged swords for fans to complain. On one hand, you don't see everyone with a belt as a world champ. Which is correct. But if that's the stancem, you can't give just anyone with a belt the expecations of a world champ. Belt of not, there's only one world champ. Anyone else is just a contender, belt or not.
