Why isn't he beating treated as one currently even though he has dominated his whole highly talented division?

Most people do not get the credit they deserve. He will in time.

Carl Froch is nowhere near an All Time Great win and it's the best one Ward's got. Even if you add in the Dawson, Kesslar, and Abraham wins, it would still be a big stretch to get him into the HOF.

He's a top 3-6 P4P fighter and the king of 168 today, best to leave it at that.

Dawson, Froch, Kessler, Abraham, Bika, and Green isn't the stuff of all-time greats. Those guys range from solid to borderline world-class. Nobody on that list stands out as a hall of fame caliber fighter or an all-time great themselves.

Yeah probably, he's extremely good. I just hope he finds worthy enough rivals down the line.

Hopkins can fight who he likes, he's doing pricks like you a favor by even getting into a ring at this age and making history. No reason to fight your successor when you've got nothing left to prove. Ward beating an old Hopkins today would do only a little for his legacy and he'll be lucky to achieve half of what BHop has.

I think Ward and Donaire are at the very least good HOF'ers in their prime.

    No he isn't.

But he will be in time. He's got everything he needs for that.

I'm pretty sure but you can never quite be certain. What is certain is that he'd probably be the favourite against pretty much anyone he could fight at a healthy weight

It's really not. It's solid, but far from amazing. Dawson, Froch, Kessler, Abraham, Bika, Miranda, and Green aren't special fighters.

The first three you listed are a better "top 3 wins" than what almost any active fighter in the world could come close to matching; and those are only the Hopkins', Jones', Pacquiao's, Mayweathers', etc of the world.
