You can be an extremist without carrying out an act of terrorism. However, to answer your final question, no, he's not a terrorist. But the likelihood is that he and his friends are being monitored by the relevant authorities, which is probably for the best. He's made himself too visible looking too disturbed for anything else to be the case.

Pfistsoffury, it's ok to protest against the war (s) , a great many people of all races and religions do so. But most don't think its ok to greet returning soldiers and abuse them. Most don't think its acceptable to burn poppies on remembrance day. Just as Muslims issue fatwas when people make cartoons or insult their religion ( in their opinion ), we too are allowed to take exception when they insult our way of life.
