It is so close between JMM and Pac. You can justify having either at no.1 depending on how you scored the 2nd fight. I'd say they're both joint first at the moment.

A Pac win over Hatton would make him clear no.1 until JMM fights again.....

personally i dont think its close. the fights were close because of marquez style, but put into consideration the big wins pac has and the number of titles he has collected, and compare it to marquez, pac is far ahead.

I have JMM at number 1 now for sure, but its Pac's to win back on May 2nd. I personally think that JMM, Pac and Bhop are interchangeable for the #1 with whoever has the most recent big win at the top, just the way it goes.

I think recent form is of critical importance in determining p4p placings, and your post doesn't really take that into account at all.

I think someone needs to go over the criteria of P4P lists with you.

Subjectivity is the driving force behind P4P lists. To talk about official this or official that is useless because the entire list is strictly opinion. Therefore, if you feel that JMM won the first two fights, then he would be your P4P #1. If you feel the opposite then the opposite is true. And to point out what they're trying to do now is pointless as well.
