According to my trainer I punch harder now compared to last year when I first started taking training seriously but back then I was 3 stone heavier than I am now :huh so I guess technique has a lot to do with it so im going with both born and made
You're either born with the aptitude/potential to BECOME a K.O. puncher or not. no one comes out of the womb knockin people out lol

I suppose a knockout isn't just about having a hard punch its about getting your opponent in a place where you can land it the right way. when I first started I sparred with some big rugby player types probably about 90kg when I was a soft 75kg. I easily punched harder than them. Its one of the things I learnt early in boxing, don't be fooled by peoples physiques. Personally I think a puncher is made however people who have certain attitudes are more inclined to hit hard. Lads who are naturally aggressive and savage have more inclination to be offensively minded so put more into their shots than fighters who are thinking about their defense. For example look at Pernell Whittaker, a defensively minded fighter but has one of the most savage knockouts I've ever seen probably due to the fact he didn't have to think about his defense at that point.
A lot of it is to do with Balance and Eyesight. It was 1st brought to my attention 20 odd years ago. By the Guy who invented, the Protocol for todays Knee surgery, a close friend for a number of years. Mat if you want more info pm me
I honestly believe punchers are born. You can obviously work on power to develop it more but someone like Mallignaggi could do all the explosive power exercises in the world but he would never hit as hard as Lucas Matthysse for example. ITs just not in certain peoples make up
I believe they are born. Nobody is gonna turn Pauli Malignaggi into a knockout artist no matter how many weights he pushes or how long he practices perfect technique, is body just isn't built for it. Just as Julian Jackson would probably of been capable of knocking guys out in street fights before he stepped foot in the boxing gym.
