This guy’s have been champions for years in the same weight class yet they have no intentions of fighting, In fact one of them is fighting a Canelo leftover who is a natural 168 fighter let the hype continue….

It's not their fault it's their promoters fault. There's lots of videos on YouTube with old man Arum using the WBC ban on Russian fighters as an excuse not to make that fight saying he stands by what the WBC say.

We might as well accept it that this will never happen.

I highly doubt Beterbiev is ducking. Why should he fear light-punching Bivol? He stood in front of Joe Smith and Yarde and ate their shots. The worst case for Beterbiev is he loses on points against a highly defensive Bivol without taking any real damage, I'd say.
But I think the likely scenario is he hunts Bivol down, walks through everything and then stops him.
I think Bivol suspects that might happen, and would rather avoid it.
