probably, hes still young and his body is still developing. if that's the case, he should fight at least 2 fws first before going for the belt. he should feel the division first.
i agree with enzo that luevano has a shaky chin. in his last 3 fights it went almost the same. he went very good schooling each of his opponents at the early rounds but his opponent manages to stun him in the middle rounds. thats where luevano gets slow. then he manages to recover at the end and win decisions.

Yeah . . . surviving killer headshots and being able to continue to fight and win . . . projects a very good chin if anything.
I'm going with the minority here. I pick Concepcion to beat Luevano in a very exciting fight. Experience aside, he does have skills and power enough to beat Luevano, who is really somewhat fragile. Granted, Luevano is leagues ahead in the boxing department, but look at what Mario Santiago did. Pressure and grit, that's what kept him in the fight.(I had it a draw). And to think, Santiago ain't that proven at all same as Concepcion right now. And an FYI for all you guys, he's fought at 126 a few times already. I've seen and judged his fights. I know what the kid is capacble of.
