I wanted Cotto-Marquez or Cotto-Bradley, but I'm never let down in a Provo fight. Miguel should win this, but it's a little risky to drop back down in weight at his age. He hasn't had a weigh-in below 152 in six and a half years...that's what makes me think the talk of this being around the welterweight limit is just talk.
I don't think this fight will be at 147 maybe at 150lbs at minimum, still entertaining fight because Provo look like the same weight frame as Cotto. Very good fight that will look similar as the Mathysse fight, only that I see the fight one more sided in favor of Cotto.
If Cotto still has something left in the tank, he should win by wide decision or stop Provodnikov on accumulation. Big concern though is how he'll fare at 147 - will he be drained and low on energy and durability? Provodnikov can expose that if it turns out to be the case.

Yep, Junito was a real 160lber all right... Here we have the recent lineal MW champ in what's considered a dangerous matchup with ano ESPN level contender and (for most of his) career light welter.
It's funny, if he takes it at 147 I really think Provo could be the Shaun George to his Chris Byrd. Cotto hasn't made welterweight this decade.
Which is crazy, because I still think of Cotto as being a tweener (a little too big to be considered a natural 140lber, yet kind of a smallish welter)

If this fight is at 147, then Provodnikov definitely wins it. Moving down two weight divisions for Cotto after nearly six years of being above Welterweight isn't going to do him any good. Add to that his age and the wars he has been in and this could be a disaster. It's amazing how many opportunities Provodnikov gets though.
So Cotto will fight in His somewhat natural weight now. He looked badly small against middleweight, small against light middleweight and solid against Welterweights, still looked smaller against Margo, clottey, Mosley and Quintana.

I seriously would be surprised if it happened any lower than 152, or something real close to that. Cotto is in the driver's seat here, and he won't be quick to forget what happened when he last fought at a welterweight catch weight of 145. But I guess we'll wait and see.
