Pacquiao wants a title at 154 but doesn't want to face Foreman over concerns about his height, so Arum arranges a title match between Cotto and Foreman hoping that if Cotto can beat him then he can put Pacquiao against Cotto at 154 so Pac can get another title. pac's priority would have been floyd. but since the negotiation is not doing good, pac has to consider other options. foreman's name was first floated and pac said there's no need to worry about foreman's height. then after a week or so, clottey's name floated around and suddenly pac is now concerned with foreman's height. it sounded more like arum fixing the match-ups in-house.
Cotto doesn't want another beating. If I were Cotto, I'd want redemption from the Margarito loss because that's actually a fight he can win.
