Norton outboxed Ali so yes, Wlad could certainly do so. Whether he does or not depends on if Ali is able to read his rhythm and start disrupting it, as Wlad needs to be in his comfort zone to perform at his best, and those who take him out of him rapidly find opportunities starting to open up. If he can't get past Wlad's jab though he's in major trouble.
Wlad is absolute poison for smaller fighters. And by smaller I mean like 6'1 Chagaev and 6'2 Povetkin. Chagaev was utterly dominated on the outside by Wlad's jab and footwork. He simply could not get close enough to do anything meaningful. Povetkin managed to get close (eating bombs as he did so) but found totally himself shut down by the Wlad clinch. I can see an argument for Ali beating Wlad, I can't see one for little Joe Frazier.
He hasn't the uppercut or inside game to trouble Frazier. Buster Mathis and Bugnor resembled Wlad more than Foreman and they were soundly beaten out so your post is incorrect. Povetkin and Brewster prove Joe would be a horrible match -up for Wlad.

Do you think Wlad has no chance? I would bet on Vlad prime for prime for the main reasons you hate him so much, he is big and strong and thus gets away with alot of holding and manhandling. Wrong as that maybe its the reality so lets not pretend it doesnt exist just because it bothers us.

Ali beat the foreman that was in Africa after post poning and hardly training the last month before the fight.
