No not really, speed can be a boon but it can also be a handicap if you rely on it too much which you see in boxers like Parker, Khan, Russel Jr. Much like boxers who rely on power too much they neglect other skills and it's the same with speedsters. Problem Parker would have vs Usyk is getting off to use his speed. Usyk moves so well, constantly changing angles that Parker wouldn't be able to set to punch, he'd be relegated to throwing single punches as he can't ever get into position to throw his combinations. Usyk wins a clear wide decision.
Parker has decent hand speed but rarely commits to using it. Usyk would probably make him gun shy anyway
