That's the terracing there. That's now illegal at top level of football because it's not safe to host so many people. Whilst fans being rowdy probably contributed, the real issue is that terracing with so many people in it will lead to a crush eventually, whereas people sitting or having proper safe-standing nowadays prevents that.
