I don't think so.. he wasn't pushed by Pac's punch, just lost control because of uncomfortable position he took

Looks a lot like Pac's KD of Mosley but Pac himself said that he was unsure and it's probably a slip so I'll take his word for it.

nope, he lost balance stepping in low and squatting at a weird angle as pacquiao was throwing.

Actually, what it shows is Pac connected a jab then a body punch when Rios was already in an awkward position and that resulted to Rios touching the ground. There was no entanglement nor stepping of each other's foot involved.

The better question is would Rios have fallen on the ground the same way if the punches didn't connect?
That should be able to give us a good gauge of whether it was a legit knockdown or not.

I personally see it as a slip.

Hit him on back of shoulder when he was off balance so no.

Edit: Does this site not display GIF's anymore?

    Good call.

Aside, that's some wicked side step+parry that Pac did in the gif.
I didn't see much head movement from him in this fight but I guess he capitalized on his footwork some more by side stepping and turning Rios all night long.

He was hit and he went down, he probably wouldn't have went down had he not been hit. The punch? The punch was in the back/upper shoulder blade area. Rios wasn't really hurt but you could call this a knockdown.

Remember round 11 of Holyfield vs. Bowe I? Holyfield was coming at Bowe who's back was facing the ropes. Bowe slipped, Holyfield went into the ropes face first, Bowe punched Holyfield in the back of Holyfield's head/back of the neck and base of the skull area. That counted as a knockdown. Watch the first 35 seconds of this video. Watch in slow motion from 8:25 - 8:40

He was practically knocked unconscious. Fight should have been called

I think it was a knockdown as without the punch I don't think he would of fell. It would have been a harsh knockdown however and one in which he wasn't hurt at all. So in a way I am glad it wasn't called a knockdown.
