When has Oscar been the #1 fighter at 154? He's had fought there one time in the past 3 and a half years by the time he fought Floyd, and that was against Ricardo Mayorga.
Cory Stinks had the best claim in having beaten Roman Karmazin. Kassim Ouma and Karmazin also were doing better work at 154.
The division has no number 1 at the moment. Nor has it had anybody at #1 since Cory Spinks and Ouma moved up to Middleweight.
