    Jack Blackburn. I'd not call him an ATG at all, yet he was no. 12 or 17 in IBRO lightweight rankings.

    You might have it the other way around Max Schmeling was considered the people's champ for a good part of the early to mid 30's. Especially after his dodgy loss to Jack Sharkey, he then went through a bad spell, but he quickly won the hearts of the public again. He was the most ducked heavy from that era and hats off to Louis against the powers that be, Louis knew there would always be doubts about his legitimacy as champ as a lot of the public considered Schmeling the real champ so part II happened, he could of ducked him easily as the propaganda machine was already turning everybody against Schmeling. It was the onset of WWII the media vilified him and he became the most hated heavyweight. So in one way you are right cause his legacy was erased after Louis II even though he still had a successful career afterwards, so he was still active when he was relegated to a bum champion.

    I'll throw out Ken Buchanan - likely due to the continual drip of genuinely great Scottish fighters that have come through from the 80s onward, without being genuinely HOF / ATG level.

    Jim Watt
    Scott Harrison,
    Alex Arthur
    Ricky Burns
    and most recently Josh Taylor

    All these guys are inevitably compared to Buchanan in some way elevating his stock.

    I didn't mean to suggest that he wasn't ever regarded as the true champion—just that he wasn't considered a particularly impressive one.

    I think the Ring listed him as #9 for HW all time in like 87 or something.
