Duran was definitely a welterweight when he fought Leonard. He hadn't made lightweight for 2 and a half years and had been busy fighting at welterweight.
Leonard broke Duran down to the point where he didn't want to continue. Making your opponent quit is as conclusive a stoppage as you can get in the ring.
