This could be a cost-effective promotion strategy. Get Eastern European fighters to look up to him (many of them are up and coming) and get them to think "Wow, what a great guy. He opened a gym all the way over here because he cares about me." This way he can sign them to a way less lucrative contract when it is time for them to turn pro! Improving TMT's stable at a low cost!

There are a lot of talented kids who simply dont have the money to play organized sports so something like this would be great. It would also revitalize boxing which is desperately needed. But floyd doesnt care.
To answer all your questions about, why there? It's in a resort town where the super wealthy hang out. Putin vacations at a spa there. No doubt Floyd's business partners footed the entire bill, paid Floyd a license fee for using his name, and Floyd did not have to pay a dime.
