If he thinks there's a high risk of losing, he might do... The last thing he wants, at this point, is to hit his reputation hard - the loss to Usyk already hit him very hard, I'm not sure he could stomach another hit.
I don't know who Fury would face? He may want a tune up first. He is friendly with Kabayel and Parker, and I get the impression friendly with Dubois and Miller, so I doubt it would be any of them. He doesn't seem interested in Joshua. Wardley would be a big fight and I think one where Fury could look good and pick up a title but I don't know about the interest in the Usyk fight. It has been played out a couple of times

Fury has a lot of excellent options, in no particular order: Wardley Joshua Miller Dubois Gassiev Kabayel All of these would be big fights, and something the fans would look forward to.
He has lost too much. wars...weight....inactivity. Not good. He will look terrible in whatever opponent he has. doesn't have what it takes to get sharp at this level.
I think a return against Mak (big scary looking Russian but not very good) then Wardley for a title makes sense.
I've read rumors about Fury - Wardley, but I don't believe them. I'm waiting to see what Joshua does, but I think the Gipsy King will target AJ. Compared to Wardley, it's a fight that would bring in more money, and frankly, today, I think Joshua is an easier opponent than Wardley.
Nah, I think Fury takes Wardley because he'd box circles around him to pinch a title and use that as leverage for either the lions share against AJ (having something on the line would also put a bit more hype in) or use it to get another crack at Usyk 3. Because let's face it, if he can't beat Wardley he may as well stay retired.
