Ali was better than George as an ATG PvP. But the ropes were ridiculously loose, They fought in Africa with sweltering heat which affects a bigger man more. With King's backing you'de have thought that Ali was the defending champion, not George.
Ali had the Zairian people behind him and made George out to look like some sort of 'Uncle Tom'. A young George had to be affected by all this 'hoopla. They should've fought in the AstroDome, since George was the champ. And...Ali never wanted any part of Foreman again. He won one! "Don't have to do it again." Had to fight a battleworn Joe a third time and Norton a third time to complete his 'historic' trifecta. :patsch
In retrospect, his second reign was fraught with controversy.

JC! Ali nor any of Ali's camp had anything to do with ropes being loose. It was a 18 foot ring with ropes made for a 20 foot ring. This is why they appeared loose.

Fights are not made in specific areas of the world to favor one fighter or another. They are made in venues where the highest dollars can be made. BOTH fighters had to fight in that heat.

In fact Ali got into that ring with a canvas padding so thick he could not dance like he planned to do. He was forced to go to the ropes. If you get the change try moving side to side in a ring that is heavily padded. I did that several times years ago and it's impossible to move laterally for any length of time without exhaustion setting in. Very tough on the legs. For a puncher moving straight forward or stepping to ones left or right it's great as you can really dig in your feet for heavy punches. Not so for the dancing boxer....it's murder.
