He's even regarded as being worse than George in the 90s despite accomplishing more.
I dont think many people overrate his skills tbh. But in terms of his "greatness" it really depends on your standards. I think he definitely deserves his place in history even if his opponent selection in his 2nd career was very careful, The good thing with george was that in terms of his performances, even if he had an "off" day or was ill prepared, his biggest advantages size strength and punching power were always going to be there. This makes it easier to judge his performances, than those of some other fighters which relied on speed, reflexes sharpness and timing. Now george had a great chin as well, but keep in mind(and any one who has boxed even at an amateur level before can tell you this) The way you take a punch, as in how you react to getting hit( in terms of being prepared to take one to give one, staying cool after taking a punch, not freezing or panicking) has to do with preperation as well

McCall cried in the ring. Foreman talked to God after losing to Jimmy Young. Foreman ran through several ham and eggers in one night. McCall ran through several hookers in one night. The similarities are eerie. Bonus fact: Foreman ducked 45 year old Larry Holmes.

Im not certain what my exact critetia would be, nor would i trouble myself trying to set one. I just think you are trying to trip me up , does it really matter ? Maybe Tyson for dominating the hell out of a division Maybe Lennox for sustained excellence and such a deep resume. Maybe Ali for all manner of great fights and a persona that transcended the sport. But maybe not a guy that gets so exposed and so convincingly beaten on 4 occasions. Although i do regard the guy as worthy of his place in boxing history, i just think he's overrated.
There is the little fact that he beat Moorer. No other fighter in history matched that specific accomplishment, in my humble opinion. They say that age defeats every fighter, but Foreman handed age its only career loss!
