No, In the begining they used Arabic letters, then they used the Latin alphabet. After that they were forced to use russian letters. When they got independence in 1991 they decided to come back of using Latin alphabet. Nowadays about 70% of people in Kazakhstan can speak both languages very well Kazakh and Russian.
ukranian is very similar to russian language, also its cyrillic writing, so i think he can read ukrain letter.
