It’s really meaningless since it is predicated on rankings by the corrupt boxing organizations. Their rankings are always rift with bogus rankings, with favored fighters getting ranked higher than they should.
In a sense I already have They list the historical rankings for each ranked boxers in order of opponents. https://www.premierboxingorganisation.com/heavyweight-200 You just need to cross reference then with a boxers actual resume of fights to know who was who. However, if a fighter is inactive they remove them from the rankings, so there is no way to "check" the resume of inactive fighter like for example, Bryant Jennings though I do roughly remember it (but this is just for fun really). However they did keep a record of many of the older championship fights from the Klitschko era onward if you were curious about the rankings of the opponents who Wlad fought. I believe they were only ranked by one or the other (I could be wrong as I only used the annual ratings for Ring, as I don't have a collection of their magazines). PBO had Martin ranked #15 and Breazeale at #25 TBRB didn't ranked Martin and had Breazeale at #9 Ring didn't have either ranked in their annual rankings. However I have often wondered where they were ranked by their monthly rankings just before the fight. If Breazeale was ranked then he should be included in Joshua's list of fights. But Martin wouldn't be eligible based on needed to be ranked by 2 of the 3.
Who are the corrupt boxing organizations you speak of? I'm using an average of TBRB, The Ring and PBO. All independent rankings. I mean I could agree that The Ring is likely influenced by Golden Boy, hence the creation of TBRB. But I'm not sure I would level an accusation of corruption against TBRB, The Ring, and PBO. Nothing is perfect, but an average of these three should hopefully iron out any obvious bias. Though I still don't understand why both The Ring and TBRB rank Anderson so highly. Unless of course you mean all rankings in boxing are meaningless because the whole sport is corrupt and you only gain acknowledgement if you have money behind you to even be recognized by the fans let alone the boxing orgs. Which in turn makes personal/fan rankings equally corrupted. In which case they should just shut down this website as it is all a waste of time.

Thanks for that! I'll update the list. Oops, I was looking at April 12th this morning for Martin (a few days after the fight), my mistake, you are correct he was ranked at #9 by TBRB the month before the fight.
@SimonLock thanks for the reminder. I just needed to read through The Ring fight reports to check their prior rankings, and also find the TBRB rankings for June. I kind of suspected both were ranked, but thought it better to double check. Updated 2024/08/08: Chisora defeats Joyce; Bakole defeats Anderson Will start using Boxing News Online as the third rankings to replace PBO, as it seems they don't just reprint TBRB anymore.
@sasto @JunlongXiFan ? I personally don't mind. This is just something I update for fun when I remember (i.e. @SimonLock kindly reminds me) Official ratings? An average across orgs could be interesting, though I suspect you will get similar push back as to what is in some of the above comments
