Emile Griffith, who was very strong too, beat him twice by just moving a lot and popping him with punches. Tiger was stronger than Fullmer....but that was at the end of Fullmer's career.
He beats anyone who comes at him or trys to slug with him IMO. Anyone. However, of you are fleet-footed, have good footwork and know when and how to pick your spots you have a chance to win a decision. Even then only the best at their best could do it. IMO a solid Top10 mw, perhaps even Top5.
